This position manages project-related functions for private development, capital improvement plan projects, and special in-house projects to ensure new construction meets Powdersville Water District standards and oversees contractual relationships for construction and specialized technical projects. Working under limited supervision, the Director of Engineering supervises the construction inspector and the compliance coordinator and manages contracts and agreements related to engineering, water system operations, regulatory compliance, and emergency preparedness.
Duties include overseeing project design and construction compliance, administering contracts and technical agreements, and potentially serving as the SCDES Operator of Record for the water distribution system; ensuring daily operations comply with state and federal drinking water regulations; managing the Delegated Review process with SCDES; and certifying engineering work for projects as required.
This position reports directly to the Executive Director.
ESSENTIAL JOB FUNCTIONS
- Direct project delivery from permitting and design through bidding, construction oversight, and closeout, managing contractors and consultants
- Lead the Capital Improvement Program, including annual and long-range planning, budgeting, Board coordination, and securing loans and grants
- Develop and maintain engineering standards, hydraulic models, and programs for cross-connection control, drought response, emergency response, and system optimization
- Supervise and develop Engineering staff
- Ensure compliance with all state and federal drinking water regulations, including Sanitary Surveys
- Evaluate system capacity and fire flow, and coordinate with fire districts, agencies, utilities, and developers
- Manage departmental and CIP budgets and report to the Board
- Oversee emergency response planning and coordinate with county and state emergency management
- Collaborate with Customer Service, Purchasing, and Accounting on cross-departmental needs
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s degree in Civil Engineering or a related engineering field
- 10+ years of experience in the water supply industry
- Strong leadership, supervisory, and communication skills
- Advanced knowledge of water system operations, hydraulics, SCADA, drinking water regulations, OSHA, and SCDOT and County standards
- Proficiency with Microsoft Office, SCADA, ESRI GIS, and AutoCAD
LICENSES AND CERTIFICATIONS
- South Carolina PE license (or ability to obtain within 12 months of appointment)
- Level A Water Distribution license (if qualifying through experience, must obtain within 24 months of appointment)
- Cross-Connection Control certification (within 24 months of appointment)
- Valid South Carolina driver’s license
