Hwy 81 and Mt Airy Church Waterline Improvement
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Hwy 81 Mt Airy Waterlines, CGRE230103, will be received, by Powdersville Water District, at the office of 1719 Circle Rd, Easley, SC 29642, until 2:00 pm local time on Wednesday, March 26, 2025 at which time the Bids received will be publicly opened and read. A member from each bidder may be present at the bid opening. The project will consist of the installation of 18,520 linear feet of 20-inch DIP waterline with a deduct alternate of 9,640 linear feet of 16- inch DIP waterline (section 2). Location will begin at Lake Road and end at Old Williamston Road along Hwy 81 in Anderson County. Approximately 5520 linear feet of 12-inch DIP waterline (section 3) will be installed along Mt. Airy Church Road to Hwy 81. All sections will include valves, hydrants, and other appurtenances. All 20, 16, and 12 inch DIP will be provided by the owner.
Bidding Documents may be downloaded from the designated site. The designated site will be updated periodically with addenda, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated site. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated site.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8-5 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $25 for each printed set.

Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, March 6th 2025 at 10 am at Powdersville Water District 1719 Circle Road, Powdersville, SC 29642. Attendance at the pre-bid conference is encouraged but not required. Please be advised that all questions or comments for the above subject project will be accepted in writing only via email. All questions or comments must be received in this office by 5pm Friday, March 14th, 2025.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by Federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and ACIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in the General Conditions and Supplemental Conditions.
This project is being funded by a loan from the State Revolving Fund and bidders must comply with all applicable state and federal requirements identified in the bid documents – including Davis-Bacon and “Build America, Buy America” (BABA) provisions. Prospective bidders must ensure DBE firms are given opportunities for meaningful participation if subcontracts are awarded. Bidders must provide a 5% bid bond.
