Transmission Main Improvements – Highway 81, Highway 86, and Mt. Airy Church Road
Powdersville Water (PW) has partnered with Payne, McGinn & Cummins, Inc. to construct major infrastructure upgrades along Hwy 81, Hwy 86, and Mt. Airy Church Road. Work is underway, and project completion is anticipated by March 2026.
The scope of the project includes the installation of approximately:

- 5 miles of 16-inch and 20-inch ductile iron pipe along Hwy 81 (from Old Williamston Road to Lake Road);
- 3 miles of 12-inch ductile iron main along Hwy 86 (from the intersection of Hwy 81 to Old Williamston Road); and
- 5,500 feet of 12-inch ductile iron pipe along Mt. Airy Church Road (from Orr Road to Hwy 81).
These upgrades will replace aging pipelines that have exceeded their useful life, significantly enhancing the reliability, performance, and capacity of the PW distribution system. Originally identified in Powdersville Water’s 2019 Water Resources Master Plan, these improvements represent a major milestone in the buildout of the system’s arterial transmission main network. Once completed, the enhanced pipeline system will support the ongoing delivery of high-quality water to PW customers for decades to come.
Funding for this critical infrastructure project is being provided in part by the South Carolina Department of Environmental Services through the State Revolving Fund (SRF) Program, in partnership with the U.S. Environmental Protection Agency. The SRF program helps communities across the nation finance improvements to drinking water systems.
Additional funding is being provided through the South Carolina Infrastructure Investment Program (SCIIP), administered by the South Carolina Rural Infrastructure Authority. SCIIP grants are supported by federal funds from the 2021 American Rescue Plan Act (ARPA).
